SITC believes that the following recently published contracts may be of interest to its members.

Metropolitan Police - Unattended Ground Sensors:
Police Forces around the UK have a number of Technical Support Units.  As part of their daily duties, TSUs need unattended ground sensors to automatically detect the presence of persons or vehicles and transmit activity reports back to a control rooms or to a mobile team or trigger other equipment such as image recorders.  This technology helps us to secure and monitor areas without the need for staff to be present.  This reduces resource costs and poses less risk.  We wish to set up a 2-year national call-off contract for all other police forces and other related government agencies to call-off this contract too, as detailed in Annex 5 of the contract. There is an initial requirement for 18 units, which need to be delivered before 31.3.2010.

Environment Agency - Telemetry Systems:
The Environment Agency depends on telemetry systems to provide real-time rainfall, river and coastal data for England and Wales essential to our flood forecasting, detection, warning, and incident management services; to manage water resources and droughts; provide evidence for permit determination; and, for assessing the state of the environment.  We are also increasing the use of telemetry for monitoring assets, water quality and air quality.  The data and information is shared with our customers and partners.  To unify and strengthen our telemetry service we have decided to replace our nine existing regional telemetry systems with a single national system.  We are seeking innovative solutions to this requirement.

National Archives - Data Mining:
The National Archives is seeking to capture a wider variety of government records and information much of which is now captured on corporate intranets, wikis and similar material which is accessible through the UK Government Secure Intranet (GSI).  We are inviting tenders from suitably qualified companies to develop and implement a system and processes for capture of selected intranets and other resources though the Government Secure Intranet in accordance with relevant security rules, processes and procedures.  The system should also enable the transfer of captured data to secure storage at the National Archives or elsewhere. The system should include rules, processes and systems for handling information assurance and data sensitivity issues.  This covers the identification and redaction of sensitive information in records to be transferred in the future.  The contractor should provide a system to enable access to these archived web-based resources.  It includes providing access to authorized persons to appropriate resources, as well as allowing public access to redacted versions of digital resources.  The system must be fully functional by 31.3.2011.  The duration of the contract will be for up to 5 years, with a break pointat the National Archives option after the completion of the initial project.

Metropolitan Police - Tracking Devices:
The MPS needs to procure GPS tracking equipment. This equipment will be fitted to vehicles and people to track their location. The equipment must be compatible with a coded connection with Airwave in which to transmit information from the tracking device to the control room. The initial order shall be for 18 devices, which will need to be delivered and accepted by 31.3.2010. Thereafter, the contract will be open for all police forces and related agencies, as detailed in the draft contract, to call-off up to a maximum value of 300 000 GBP. The contract length shall be 2 years.
